ICS - Import Control System

The objective of the import control system (ICS) is to provide the basis for import control of goods arriving from third countries to the Community to prevent the importation of goods posing a threat to the Community’ security, public health, environment or consumers. Therefore it is important that the customs office of entry be notified before the arrival of all goods in means of transport arriving to the Community. Notification of the customs office of entry takes place by lodging an entry summary declaration (ENS) to the import control system (ICS) before the goods are imported into the Community.


Getting started with ICS

When you, in the menu ICS, have opened the Entry Summary Declaration (ENS) and are ready to forward this, there are some guidelines, which can make it easier for you to create the ENS. Above each box there is a question mark "?". If you click on it, you will get a small explanation, on which kind of information we expect to know in the box. The same is true if you run your mouse over the input field. The boxes, which in the summary declaration are marked with *, are mandatory, therefore you must fill information into these, so the summary declaration is valid and gets an MRN (Movement Reference Number). If you create an ENS and forward the data and it is not accepted by SKAT, the consequence is that the declaration will not recieve an MRN, and all your work has been wasted, because the system does not save the information that you have forwarded in it. Therefore it is a very good idea to use the function "Gem lokalt/save locally". In that way you are able to save the declaration locally, on the PC you are working on. In that way it is also possible to change the information in the declaration, until it is accepted by SKAT and given an MRN. ICS also provide a seeking function. Here it is possible to seek in all declarations forwarded by one company, either from the MRN, creation date or you can make an advanced seek.

What is LRN ? Local reference number. The local reference number can be until 22 alphanumeric characters. It's a unique number, the company make it them self's. The same number can't be used twice. The number is used to identify the declaration by file transfer, and is, as such, not requered for the online solution - but the box needs to be present, when communicating with other EU contries, therefor you must fill in the box. The ICS-project is working to find a solution with automatic numbering, but until that is settled, the company has to make their own range of numbers, or e.g. fill in date and time witch is unique. Header / goods item - can I leave some information out ? If the information in the header is valid for all goods item, is only necessary to fill in the information on the header level, and it can not be inserted on goods item level. If some of the information is different, on the individual goods items - the information should be filled in on the goods item level, and not on the header level. It concerns: Consignor, consignee, loading place, method of payment and the unique consignment reference number (UCRN). Which Customs Office reference number can be used as Customs Office of first entry, Customs office of lodgement and Customs office of subsequent entry in Denmark ? You can only use the code DK007900 for Customs offices in Denmark. Must the Identity of means of transport at border box 21/1 always be filled in ? It may not be filled in at transport mode 1,4 or 8.
